Turkmenistan celebrates 20th anniversary of membership in the UN

Wien (OTS) - From the first days of independence Turkmenistan has
perceived the ideals of the United Nations as fully corresponding to
our aspirations in terms of relations with international community.
The basic principles of the United Nations - maintenance of peace,
equality of rights, respect for the sovereignty of other states,
their right to choose their own path of development - formed the
basis for Turkmenistan's foreign policy, and cooperation with the
United Nations has become a priority area thereof.

Having become a full member of the UN on March 2, 1992, the
Government of Turkmenistan is successfully developing cooperation
with this largest international organization and its leading
structures. In 20 years of intense cooperation with United Nations,
Turkmenistan has been able to find its own place in international
arena, has gained invaluable experience in interacting with the world
community, in developing harmonious, equal, and respectful relations
with other nations.

On December 12, 1995, the UN General Assembly adopted the
resolution "Permanent Neutrality of Turkmenistan", giving the Turkmen
state the unique international legal status - the first in the world
practice. It will be no overstatement to say that the resolution on
neutrality has become the foundation of our foreign policy and has
been a major determinant of the criteria of our national policy.

Cooperation with United Nations will continue to drive
Turkmenistan's foreign policy. This cooperation enriches bilateral
and multi1ateral ties and makes them more meaningful. This is most
apparent in regional matters, where it is the participation of United
Nations and its specialized agencies that promotes convergence of
approaches of states to issues, creation of favorable political,
diplomatic and legal environment for their resolution by joint
efforts.

In this context in December 2007, the United Nations Regional
Centre for Preventive Diplomacy for Central Asia was opened in
Ashgabat. Inauguration of the Centre will mark an entirely new phase
in Turkmenistan's and its neighbors efforts to ensure peace,
security, and stability in the region. Turkmenistan is fully prepared
to engage in a constructive and fruitful cooperation with the Centre.
The decision to set up Centre in Ashgabat - the capital of neutral
Turkmenistan, means an expression of trust for our country on behalf
of the United Nations. Turkmenistan does everything necessary to make
the Center's work effective and fruitful.

Turkmenistan's neutral status, its foreign policy doctrine of non-
affiliation with any blocks, non-acceptance of force as a means of
resolving international disputes determine our stand with regard to
the issues of peace and security. Turkmenistan fully supports the
international efforts to combat proliferation of weapons of mass
destruction, their delivery systems, and related technologies.
Accordingly, Turkmenistan has been and will be taking consistent
practical steps to ensure implementation of the international legal
framework of non- proliferation of weapons of mass destruction.

In this context, the President of Turkmenistan Gurbanguly
Berdimuhamedov delivered speech with numerous International
initiatives on the high rostrum in 65th session of United Nations
General Assembly. Those Initiatives are major issues such as creating
comprehensive guarantees for secure and reliable transit of energy
carriers, formulating overall concept of security, ameliorating the
situation in Afghanistan, establishing infrastructure of
transcontinental transportation system in Central Asia and Caspian
regions, reestablishing splendid natural resources of Aral Sea and
Caspian Sea. Gurbanguly Berdimuhamedov put forward an initiative
related adopting Resolution calling for creation under the UN
auspices of an expert group that would develop an international
mechanism of stable energy supply in the world and establishing
United Nations Energy Council. Proposal for building an ever- present
special body for holding political negotiations with regard to
disarmament issues is one more initiative of the President. Those
proposals carry significance in terms of maintaining global security
system, preventing and eliminating possible disputes, and for steady
development of nations. As an energy resources rich country,
Turkmenistan strives for diversification of hydrocarbon routes, and
distributing them to the foreign markets providing multi-optional
pipeline infrastructure with its best efforts. These endeavors would
assist in preparing international legal document with regard to
foresaid issues: equal, uninterrupted and secure access to energy
resources as well as promoting mutual trust and friendship among
nations.

On the occasion of the "20th anniversary of Turkmenistan's
membership in the United Nations a series of activities will be held
in the country. The activities will include the international
conference and thematic exhibition dedicated to the remarkable event.
